Charles "Skip" Robb was appointed Executive Director of FBI-LEEDA in June of 2013 following a national selection process. He retired from the FBI in December 2012 as the Chief of the Community Leadership Development Unit, closing out over 27 years with the FBI. As Chief of the Community Leadership Development Unit, he had oversight of all FBI Executive Leadership programs pertaining to external audiences. These programs included the National Executive Institute, The Law Enforcement Executive Development Seminar, the Domestic Security Executive Academy, the Leadership in Counter-Terrorism Program, and the Regional Command College Program. As part of his responsibilities, Skip had liaison and advisory roles with FBI-LEEDA, FBI-NEIA, Major Cities Chiefs, and Major County Sheriffs Association. He also served as an Acting Section Chief at the FBI Academy Law Enforcement Programs Section where he had oversight of the National Academy and Behavioral Sciences Units.

Prior to serving in the FBI Academy Leadership Development Institute, Skip was assigned to the Firearms Training Unit where he was responsible for the oversight of a variety of training and operational programs, including New Agent Training, the Firearms Instructor School, and Firearms Instructor Re-Certification. Skip facilitated numerous public presentations for national media personnel as well as national and international governmental officials.

Preceding his tenure at FBI Headquarters, Skip was assigned to the Glasgow, Montana, Resident Agency of the Butte Division, where he investigated personal and property crimes that occurred on government reservations. He then transferred to the Washington, D.C., Field Office where he worked in the Foreign Counter Intelligence, Drug, and Special Operations programs. Prior to employment with the FBI, he served an additional eight years as a deputy sheriff and then municipal police officer in the State of Ohio.

Skip Robb holds a Bachelor of Science (1978) degree from Youngstown State University and Master of Education (2004) from the University of Virginia. Skip was an Adjunct Professor for the University of Virginia during the time he taught graduate and undergraduate leadership courses for the FBI National Academy.

Mark Clark was named Director of Operations in October 2016 after retiring from a 30-year law enforcement career in Arizona. He enjoyed a diverse career with the Scottsdale Arizona Police Department, serving as the Community Affairs and Public Information Supervisor, a detective sergeant, patrol officer and sergeant. Mark also worked at the regional police training academy, has trained officers in less-lethal weapons and defensive tactics, and held assignments in the training and accreditation units. Most recently, Mark served as the Director of Public Information with the Pinal County Sheriff’s Office. 

Additionally, Mark has been a contributing editor to Police Magazine for six years, writing feature articles, working at law enforcement conferences and creating on-line multimedia content. He has coordinated various conferences, developed policy, and created training plans. Mark holds a Bachelor of Arts degree in Psychology from Ottawa University.

Dr. Daniel T. Primozic was awarded his B.A. and M.A. in philosophy from Southern Illinois University at Carbondale and his PhD. in philosophy from the University of New Mexico. Over a professorial career of thirty years he taught at the University of New Mexico, the University of Albuquerque, the College of Santa Fe, Chapman University, Faulkner University, Central New Mexico Community College, Del Mar College, and Santa Fe Community College. He specialized in applied ethics, applied philosophy, and logic and critical thinking.

His administrative experience includes serving as Assistant to the Headmaster of the Navajo Academy, Head of the Department of Philosophy, Religion, and Humanities at Central New Mexico Community College, Director of Philosophy, Religion, and Honors at Del Mar College, Chairperson of the Department of Philosophy at Elmhurst College, Director of the Elmhurst Institute for Business Ethics, Dean of the Liberal and Fine Arts, Acting Vice-President of Academic and Student of Affairs, and Coordinator of Accreditation at Santa Fe Community College.

His career with law enforcement training and education began in 1996 by joining the Institute for Law Enforcement Administration (ILEA) at the Center for American and International Law in Plano, Texas as an adjunct instructor and continued when he was hired by ILEA as Associate Director and Resident Ethics Scholar in 2007. There he developed, coordinated, and taught courses in law enforcement ethics and leadership and contributed to research and publication in those fields.

He is an author, editor, national and international speaker, and has joined FBI-LEEDA as Curriculum Manager and resident ethics expert.

Donna Carpentier, who joined FBI-LEEDA in 2004, is the Training Manager at FBI-LEEDA. Donna is responsible for booking classes, scheduling instructors, and is the liaison for host departments and FBI-LEEDA. She is also a valuable member of the conference coordination team working with the host committee to ensure each conference is successful for both delegates and the host city.

Lynn Weber joined FBI-LEEDA in January 2009. Lynn's responsibilities include all Accounts Payable, Accounts Receivable (including training registration), and financial reporting. She also coordinates the Distance Learning courses, Purdue Summits, membership services, and website administration. Lynn oversees the annual conference registration and coordinates the Insighter Magazine. She works extensively with FBI-LEEDA corporate partners.

Lynn has 30 years of business administration and financial experience, holds a BA in Business Administration from Rutgers University and is currently pursuing her MBA.

Delanie joined FBI-LEEDA in August of 2016.  She is responsible for all marketing aspects of the Association, including managing the FBI-LEEDA website, social media, and is the Associate Publisher of the Insighter magazine.  She holds an MA from La Salle University in Communications and a BA from La Salle in Criminal Justice.

Before joining FBI-LEEDA, Delanie worked with Amtrak in Philadelphia.

Shaun joined FBI-LEEDA in March 2015. Shaun served as an 11 Bravo (Infantry) in the United States Army and served overseas in Afghanistan. He is currently responsible for Office Administration duties as well as working with vendors. He also handles the FBI-LEEDA Trilogy Award.

Shaun is currently pursuing a BA in Criminal Justice from Oklahoma University.

Mark currently manages the Regional Representative Program and serves as the FBI-LEEDA liaison for all of the FBI’s Command Colleges and LEEDS programs. He also coordinates LEEDA’s Identity Theft Training Series for law enforcement, and is responsible for setting up training summits across the country.

Mark spent 30 years in law enforcement, and retired in 2011 as Deputy Chief from the Mission, Kansas police department. He held every rank in the department, including a term as Interim Chief just before he retired. He was a member of the Kansas City Major Case Squad, IACP, KACP FOP, and many other professional organizations. He is a graduate of the Central States LEEDS.

He holds a Bachelor’s degree in Business Administration and Economics from Benedictine College.

Gillian Coffey joined FBI-LEEDA in October of 2016 as intern and became Digital Content Coordinator in January of 2017. She is responsible for maintaining the FBI-LEEDA website and app as well as assisting with class registrations, transfers, payments, and cancellations.  Gillian earned her BS and MS degrees in criminal justice with a minor in accounting at West Chester University.

Ashley Jones joined the FBI-LEEDA staff in March of 2017 as an intern. After graduating from West Chester University with a BS in criminal justice, she become Accounting Coordinator. She is responsible for financial data entry, member services, and phone support.
