 Mark Clark was named Director of Operations in October 2016 after retiring from a 30-year law enforcement career in Arizona. In January 2018, Mark was promoted to Chief Operations Officer. He enjoyed a diverse career with the Scottsdale Arizona Police Department, serving as the Community Affairs and Public Information Supervisor, a detective sergeant, patrol officer and sergeant. Mark also worked at the regional police training academy, has trained officers in less-lethal weapons and defensive tactics, and held assignments in the training and accreditation units. Most recently, Mark served as the Director of Public Information with the Pinal County Sheriff’s Office. 

Mark holds a Master of Criminal Justice degree from Purdue University Global, a Bachelor of Arts degree in Psychology from Ottawa University, and a DCI graduate certificate from the University of Southern California.


Dr. Neil Moore

Dr. T. Neil Moore is a veteran police trainer. As the former director of the Institute for Law Enforcement Administration (ILEA) in Plano, Texas, he directed the delivery of leadership and ethics programs for police supervisors and executives.Prior to that, he served as the executive director of the Indiana Criminal Justice Institute and also as director of the Center for Criminal Sciences at the Indiana Institute of Technology.

He began his police career with the Fort Wayne Police Department in 1977, being promoted to chief in 1988 and served as the department's lead executive for 10 years.

He holds a Bachelor’s degree in Criminal Justice from Kent State University, a Master's of Public Affairs degree from Indiana University, and an Ed.D. in Education from Ball State University.

Donna Stone

Donna Stone, who joined FBI-LEEDA in 2004, is the Training Manager at FBI-LEEDA. Donna is responsible for booking classes, scheduling instructors, and is the liaison for host departments and FBI-LEEDA. She is also a valuable member of the conference coordination team working with the host committee to ensure each conference is successful for both delegates and the host city.


Lynn Weber

Lynn Weber joined FBI-LEEDA in January 2009. Lynn's responsibilities include Accounts Payable, Accounts Receivable (including training registration), and financial reporting. She also coordinates the Distance Learning courses, and membership services. Lynn oversees the annual conference registration and works extensively with FBI-LEEDA corporate partners.

Lynn has 30 years of business administration and financial experience, holds a BA in Business Administration from Rutgers University and has recently completed her MBA at West Chester University.



Kayla Bonner

Kayla joined FBI-LEEDA in October of 2019. Kayla is responsible for providing support for instructors, students and class materials and the app used during our annual conference. She is responsible for all media and promotion aspects for FBI-LEEDA, including development of brochures and marketing materials, and promotion of annual conference. Kayla earned her Bachelor’s Degree in Marketing from Temple University. 



Shaun Honts

 Shaun joined FBI-LEEDA in March 2015. Shaun served as an 11 Bravo (Infantry) in the United States Army and served overseas in Afghanistan. He is currently responsible for Office Administration duties as well as working with vendors. He also handles the FBI-LEEDA Trilogy Award.

Shaun is currently pursuing a BA in Criminal Justice from Oklahoma University.





Sandy Keough

Sandy Keough joined the FBI-LEEDA team in December of 2018.  She has 15 years of executive administration and financial experience.  Sandy is responsible for assisting with the Association’s day to day accounting needs, member and student services, registration, and assisting in the preparation of financial reporting. 




 Rachael Lester

Rachael Lester joined the FBI-LEEDA staff in May of 2018 as an intern. After graduating from West Chester University with a BS in Criminal Justice and a minor in Psychology, she became the Finance Coordinator. In December of 2018 she became the Digital Content Coordinator. Rachael is responsible for member support, phone support, assisting with invoicing, payments, transfers, and cancellations, as well as updating website content.

Amber Campbell joined the FBI-LEEDA team in October of 2019. She is currently enrolled as a sophomore at West Chester University of Pennsylvania in pursuit of her Bachelor of Science degree in Criminal Justice with a minor in Law. Amber’s role in the organization is to support the Finance team by updating, maintaining, and analyzing data.  She also supports the office with various projects and customer service.

Mark currently serves as a contractor for FBI-LEEDA, and manages the Regional Representative Program.  Since the program’s inception in 2010, he has served as the liaison for all of the FBI’s Command Colleges and Regional LEEDS programs, and travels to the regional sessions around the country on behalf of LEEDA.

Mark spent thirty years in law enforcement, retiring in 2011 as the Deputy Chief of Police of the Mission Kansas Police Department. In 2014, he was chosen as the recipient of the Tom Stone FBI-LEEDA Award of Excellence. Mark has a Bachelor’s Degree in Business Administration from Benedictine College.
